The Huai'an Grand Theater consists of two parts: the theater and the film and television cultural center. The theater is comprised of 5 floors above ground and 3 floors partially underground (including the stage warehouse), with a total seating capacity of 1,226. It includes audience halls, stages, dressing rooms, rehearsal halls, among other facilities. The film and television cultural center, spanning 2 above-ground floors, consists of entertainment and dining areas. The entertainment area features a 288-seat giant screen cinema, four 100-seat cinemas, and one 50-seat VIP cinema. The project was designed and constructed in accordance with the two-star green building standard, incorporating features such as rooftop greenery, solar hot water, and foundational energy-saving facilities. After completion, the project is expected to reduce annual electricity consumption by 20% compared to conventional buildings.

In addition to hosting various cultural and musical performances, the theater also accommodates large-scale conferences, reports, and annual meetings for government and corporate entities. The conference and voting systems employed a full set of the American SHURE DCS 6000 digital conference system. The DCS 6000 system, a technologically innovative and fully digital product, delivers clear audio quality regardless of its location, making it an efficient solution to meet user speaking and listening requirements. The conference and voting systems in this project are all controlled by the central digital processing unit CU 6110, coupled with the SW 6000 central system control and management software, allowing for easy remote computer management of conferences. The conference speaking system consists of 61 conference speaking units, including one DC 6990 P chairman unit and 60 DM 6680 P delegate units, flexibly arranged on the stage. The voting system includes 500 embedded voting units DV 6501 F, installed near the armrests of the first 15 rows of seats in the pool area, capable of accommodating simultaneous voting for 500 people.

All components of the DCS 6000 system are connected through standard flexible Category 5e shielded cables in the DCS-LAN, enabling easy installation and maintenance. With over 600 connecting cables and 4 digital expansion interface boxes, the system maximizes the utilization of resources. DIS provides a scalable advanced conference solution to the global conference industry, and its outstanding audio quality, reliability, and stability have gained recognition from users worldwide. The project has not only successfully fulfilled the mission of hosting municipal government conferences but has also received unanimous praise from users.
